I haven't but I cant see it being correct for a number of reasons, first being that if someones copyrighted work is put on the web without permission, the rights haven't been transferred legally to the uploader. Secondly if it was true in the US that wouldn't make it legal in Australia where we would still respect the rights of the original copyright holder. I can also see there being a number of other reasons why its not true, namely that there hasn't been a
MASSIVE uproar from the traditional media such as the newspapers who wouldn't give over copyright willingly.
You have to be careful with copyright as a lot of the advice online is US or UK based and doesn't stand up in our (Australia's)legal system.
Creative Commons is becoming more popular and there will be quite a bit of stuff released under this license over time.
